Mission Green Udalguri launched in Assam





In order to carry forward on a sustainable basis eco-conservation, environment protection and sustainable development across the length and breadth of human habitation, based upon the salient values of co-existence with nature, the district administration of Udalguri in association with Dhansiri Forest Division, Udalguri, a new programme called “Mission Green Odalguri” was formally launched on July 26 at Udalguri at 9 am with day long programme. A colorful rally of more than 1500 people marked the beginning of launching of the mission.The “Green Rally” which had jointly been flagged of by SS Meenakshi Sundaram,DC,Udalguri and AP Tiwari SP ,Udalguripassed through the streets of Udalguri town covering a distance of 4 km. Defying pouring rain, members of ABSU, AJYCP, AASU, AMSU, AAGSU, AKRSU, holding play cards and banners in hands and accompanied by DC and SP of the district walked from Bishnu Rabha Auditorium to DCs parade ground.where floral tribute was paid to the statue of Mahatma Gandhi before the open session at 11 am.
K.Talukdar,ADC,Udalguri in his inagural speech welcomed all the guests and participants, saying that people of Udalguri must be famous as planters but not otherwise as cutters. The district administration felicitated a few distinguished persons and members of various organizations on the occasion with gamocha and aarnai. Bankim Sarma, DFO,Dhansiri Division administered the oath taking ceremony for the conservation of nature and wild life. He thanked district administration and ABSU etc for offering all kinds of help and cooperation for coming out to save nature and wildlife of the district.He said that the district required 375 truckloads of fire wood monthly for cooking purposes only. thereby destroying more and more forests.Plantation of more and more trees could alone save remaining forests ,he said. Nerkhang Khaklari,district ABSU secretary in his speech admitted that enough damages had been done to the nature in the district. He assured that ABSU would left no stone unturned to protect remaining green cover and wildlife of the district. Karendra Basumatari,MLA,Mazbat LAC also addressed the participants .He declared that he would introduce a new bill in the assembly for the creation of a new force called “Green Defence Force” for the protection of nature and wildlife of Assam. Col.Sunil Upadhyay,commanding Oficer of 315 Field regiment (KARGIL) declared that Red Horns Division would offer an amount of rupees ten lakhs for the establishment of a forest park at Udalguri to motivate and educate children of the district. MP Sarma,Project Director,DRDA,Udalguri also spoke a few words on the occasion.
SS Meenakshi Sundaram,DC,Udalguri who presided over the session while addressing the participants explained about the “Mission Green Odalguri”project. According to him the mission was envisaged as a community based peoples movement for afforestation and conservation activities in the district involving common citizen,social organizations,NGOs, forest department, students organizations ,various government organizations including Army, SSB, Police, IRBN etc. He further said that the programme would be financed by government of India,Assam government, Bodoland Territorial Council,various philanthropic organization and contribution from public.He further said that district,sub-divisional and block level committees would be formed under the mission. Moreover “Enviroclubs” would also be formed in various schools in the district.

Another Wild tusker found dead in Udalguri (Assam)

The decomposed body of a wild tusker was found at a place called Phuljharbon near section No 21 (A) of Majuli TE under Harisinga Revenue Circle in Udalguri district on July 17.This has the case of 15th serial death of wild elephants in the district since 2009.Dr. Durlav Sarma,VAS,of Pachim Patla State Veterinary Dispensary was called for the postmortem ;But due to the badly decomposed state of the body ;postmortem could not be performed. Eye witnesses said that the they had seen injury marks on the body of the elephant.

Ananta Bagh a nature loving people and CEO of Green Valley Forest and Wildlife Protection Society told this correspondent that it was time to take permanent actions so as to stop man-elephant conflict in the district. He added that if no actions were taken and encroachment on forest lands went on then
wild elephants would very soon disappear from Assam and NE region. Another nature activist remarked that repeated cases of elephant deaths in the tea gardens of the district had been alarming .According to him government must instruct tea gardens to take the responsibility of protecting wild elephants and other wild animals in their respective areas.

Draft electorate rolls published in Assam


As per the direction of the Election Commission of India the draft electoral rolls for Udalguri district has been published on July 20 taking January 1 2010 as the base year. In a press conference convened by
S S Meenakshi Sundaram, DC and Returning Officer of Udalguri at his conference hall on July 19 at 4 pm, it was informed that the draft electoral rolls would be published for three LACs of the district, namely 64 Panery; 69 Udalguri (ST) and 70 Mazbat. Accordingly the draft rolls have been made public in the respective polling stations under the supervision of the concerned Circle Officers on July 20. The press release said that the last date for filling of claims and objections would be August 10 2010.Disposal of claims and objections would be settled on August 25 and the final draft rolls would be published on September 15 2010.
As per the declaration of the draft rolls for Udalguri district,the LAC wise voters are 119373 in 64 Panery; 122063 in 69 Udalguri (ST) and 113894 in 70 Mazbat while the total number of voters in the district is 355330 ( male 183199 and female 172131). The number D voters in the district is 11571.The number of polling stations in the district has gone up to 455 from previous 382. LAC wise polling stations are declared as -152 in 64 Panery (previously 130156 in 69 Udalguri (previously 133) and 142 in 70 Mazbat (previouly119).The projected population of the district as per the draft electoral rolls will be 646719 (male-331365 and female 315354).The location of polling stations have also been revised. In 64 Paneri LAC total numbers of polling stations will be 97 (urban -5 rural 92);in 69 Udalguri (ST) LAC- 121 (urban 5 rural 16) and in 70 Mazbat LAC-108 (urban 1 rural 107).
It needs mention that the draft rolls of 65 Kalaigaon LAC has not been shown with the new draft of Udalguri district as the LAC's draft rolls have been attached with the draft rolls of Darrang district. Although majority areas of 65 Kalaigaon LAC fall under Udalguri district and remaining areas fall in Darrang district;the LAC has been attached with Darrang for the smooth running of the election procedures.

Hundreds donated blood at Udalguri in Assam



Nearly three hundred people volunteer to donate blood at a blood donation camp cum awareness camp organized at DC s parade ground , Udalguri on July 16. The camp was organized by Udalguri district administration in association with Indian Red Cross Society,Udalguri;Assam State AIDS Control Society,Guwahati and Blood Banks of Mangaldai and Sonitpur.The blood donation camp witnessed 286 Nos of people including SS Meenakshi Sundaram, DC,Udalguri and Lt.Col Shes Giri of 65 Field Regiment, Mangaldai; members of ABSU,AJYCP,NDFB(P),AMSU;AKRSU etc donating blood for saving somebody's lives. This has been considered significant at a time when Udalguri district had been facing so many socio-economic problems like insurgency,ethnic clashes,man-elephant conflict etc.
Prior to the arrangement of the blood donation camp a three days motivation cum training programme on blood donation had been arranged at DCs conference hall Udalguri from July 13 to 15 for the students ,teachers and other people so as to create awareness among people on the issue of donating blood. The camp was formally inaugurated at a function at Parade ground,Udalguri on July 16 at 10 am with paying of homage to Mahatma Gandhi which was presided over by DC Udalguri. Mihir Kumar Barua ADC welcomed all the blood donors, guests and supporting agencies on the occasion followed by a felicitation ceremony which was conducted by Kulen Talukdar,ADC Udalguri. Several distinguished guests like MP Sarma,PD,DRDA; AP Tiwari,SP,Udalguri; Lt.Col Shesh Giri,of 65 Field Regiment,Mangaldai, Col.Sunil Upadhaya,CO of 315 Field Regiment,Udalguri etc addressed the gathering. All the speakers thanked the organizers ans associating agencies and people for their noble effort to support good activities like blood donation etc. According to them a few social minded people could very much change the society towards positive direction. S S Meenakshi Sundaram DC Udalguri in his address as the president expressed his satisfaction at the never seen before response from the people and various organizations for the successful completion of the blood donation camp. He stressed the need for uniting all social minded people of the district for taking up a few common agendas like blood donation,disaster management,conservation of nature and wildlife,removal of blind believes and superstitions etc and to motivate younger generation people to think positive for the society and nation. He declared that Udalguri district administration would launch “Mission Green Udalguri” from July 26 where thousands of trees would be planted in already deforested areas in association with ABSU AJYCP and other social organizations. According to him the programme would aim at ending the man-elephant conflict in Udalguri. More programmes like arrangement of career counsellings camps, competitive examination coaching camps et5c would also be arranged,he added. Aids distributed among poor and needy

An unusual programme was arranged at Kalaigaon on July 5 by 'Durgat Kalyan Nyas' a Kalaigaon based NGO working for providing help to poor and needy people of the locality. The programme titled 'Aakou Sadichar Aabeli' was arranged at the premise of Kalaigaon Circle Office at 2 pm. Where financial assistance was distributed among eleven meritorious but economically backward students who had shown excellence in the recent examinations and five seriously ill poor patients.The 'Nyas' was formed in the year 2007 at the initiative of DN Hazarika,the then Circle Officer,Kalaigaon Revenue Circle.
Lohit Chandra Nath,secretary of the 'Nyas' anchored the proceeding of the session,while DN Hazarika presided over it.Krishna Baro, in his welcome speech on behalf of the 'Nyas' gave in details of the recent welfare activities. Dinamoni Das,Circle officer,Kalaigaon Revenue Circle,attending the session as the chief guest thanked the members of the organization for their never ending mission of charity.He further said that five thousand years old Indian tradition had always been creating a few social workers like Mahatma Gandhi,Mother Teresa or Bibekananda etc for whose efforts poor and needy people could see rays of hope in their lives.He requested others to follow the path shown by the members of 'Durgat Kalyan Nyas'. The session was also addressed by Sailen Rajbongshi,Binoy Barua,Mahendra Saikia,Sukleswar Deka,Kamala Boro etc.
Spectacular cultural items were also arranged on the occasion headed by Radio artist Renu Saikia to much delight of the people present.
The eleven meritorious poor students who had received an amount of rupees two thousand each for purchasing books etc were-Pranjal Barman,Anupama Bodo,Trisanga Bodo,Abdul Rahman,Rintumoni Deka,Hari Debnath,Banasree Saikia Minzuawara Begum,Barsha kalita,Dharitri Nath and Nilamoni Deka.
On the other hand five seriously ill patients namely-Sundar Deka,Urmila Deka, Golapi Nath,Karuna Kanta Nath,and Dipamoni Devi received an amount of rupees three thousand each for better treatment. It needs mention that the 'Nyas' had made a profit of rupees two lakhs last year by arranging lottery and cultural programmes.Tarun Azad Deka offered vote of thanks at the end.

Deaths of more jumbo calves raised serious concern in Assam

The mysterious death of another male wild elephant calf
in Udalguri district has drawn sharp criticism from the nature loving people of the district. This has been the case of fourth death in a row in just two months in the district. According to information,the dead body of a two months old jumbo calf was found in line no.5 of Hatigarh TE (very close to Red Horns Division Brigade HQ) on the morning of July 3.The body of the dead calf did not bore any mark of injury but looked very weak and pale.Experts said that the calf could have been suffering from malnutrition. They also said that because of the frequent chasing away of the wild elephant herds,the mother elephant could not spare time to feed her infant causing death to him.So far as many as 14 numbers of wild elephants had been killed in Udalguri district in a year time. Although world wide protests had been received,but neither the government nor the tea garden authorities had shown any interest in the matter. Rather they had been busy with clearing forest lands only.

A large numbers of tea gardens including small ones have been established in the northern areas of the district thereby destroying most of the forest cover in last decades leaving no room for the wild animals. The tea gardens established during British rule too had been expanding their gardens by encroaching more and more forest lands. It is time that the government became serious on matters of land and revenue in the areas. It is learned that the lands were alloted to tea gardens on lease basis (for a period of 30 years generally).But the lease agreements had been prepared hundreds years back and the fixation of revenue was too small. The government could earn good revenues if new lease agreements were prepared with the increased in land revenue. More over most of the tea gardens have been occupying more lands than mentioned in the lease deed. Nature loving people of Udalguri urged Assam and BTC government to take steps so as to find the actual land holdings by the tea gardens with immediate effect. NA few nature loving people of the district also said that forest department could never implement any schemes in the areas dominated by the tea gardens to protect wild animals and birds without involving tea garden managements. Tea garden managements must be told to raise special squads to protect both wild animals and people. But unfortunately the role being played by the tea gardens had never been encouraging .Recently a wild elephant survey team headed by the Circle Office, Harisinga Revenue Circle (Tangla) along with forest and media personals had been refused entry to Hatigarh TE .Tea gardens ,various NGOs and government agencies must work closely to stop the so called man elephant conflict by creating general awareness among people;otherwise of which the conflict would go on causing great loss to mankind.
